1) How fast does it need to be to stream music (or even video).
2) He's planning on accessing it through USB

So, sure, if you were building a general purpose file server where
much random access is important, I can see that argument, but for this
specific case (music, big, cheap, portable), a single big drive (I'ld
get a second and rsync it occasionally) is easily more convenient.
