Assuming you don't want this drive to be mounted automatically on boot,
all you have to do is add "user" to the options for the drive in
question.  Check out the part of my /etc/fstab that has to do with
removable media:

/dev/floppy/0           /mnt/floppy     auto            noauto,rw,user
        0 0
/dev/hdb4               /mnt/zip        auto            noauto,rw,user
        0 0
/dev/cdroms/cdrom0      /mnt/dvdrom     auto            noauto,ro,user
        0 0
/dev/cdroms/cdrom1      /mnt/cdrw       auto            noauto,ro,user
        0 0
