Yep. Udev makes /dev on the fly.

On my system the file /etc/udev/rules.d/50-udev.rules specifies the
permissions for the common stuff.

I tend to hack the shell script /etc/rc.local, usually run at boot
_after_ everything else. If that is too late you will need to do
something more sophisticated.
