Means little. It's perfectly possible to permit access to specific
machine and block everything else. Most firewalls do exactly that.

No. If it were the ssh_config you would be getting connection
but bad authentication, or connection refused.

"Connection timed out" means "you can't get there from here" and for a
public address that means there is a firewall in the way.
