well, just to report back, i followed david's advice and it now works 
fantastic!!

had a little problem with mandriva's gui rpm installer.  for some 
reason, it wouldn't recognize (or allow me to load) the rpm.  i tried 
locating the rpm on a CD, DVD, and in my local home directory/folder.  i 
also re-downloaded the file as well as choosing other forms of libdvdcss 
(in case i had the wrong one for my distro/cpu.  whenever i instructed 
the gui to look in one of those areas, it would show the file, but they 
were faded.  this indicated to me that they were either "hidden" or 
unavailable to me.  i was logged in as administrator (the gui required i 
give the admin's password).

anyway, i got around it by opening up a terminal and doing a command 
line install.
