256 mb of ram is on the low side for most operating systems. I know some people will run KDE or Gnome desktop on 256 mb of ram but I think its performance would be disappointing.
But if you don't want to spend money to upgrade the ram then by all means consider a lower resource linux like xubuntu. A 1.7 mhz processor is more then sufficent to run Linux.
