There's gpartd.  I used to use PartitionMagic as well, back around
version 4.0 or so. I hadn't realized Symantec bought them, they were, at
the time, owned by a company called PowerQuest.

As for this question, I'm not sure what you plan. Are you planning to
shrink the XP partition, or simply use an extra partition. You can
remove partitions relatively easily with almost any O/S, including
Windows--if you've installed Windows XP (or 2K) you might remember that
during the early stages of installation, there are options to do things
with the partitions.
