Kate, Like others, I have no clue what you mean about "transferring a document to Blogger."
There are several applications that are designed for authoring blog posts on your machine, then they make it simple to move those posts to the blog. Blogilo springs to mind, for example. Instead of "language settings"--I would first look at whether you are trying to simply upload the native OpenOffice.org document format to the blog; that won't work, as the Open Document Text (.odt) format is a zipped collection of xml files. Compressed files often come out similar to what you posted here if they are being read by an application that expects text or HTML. Still, I'd probably install one of the blogging applications if you don't want to compose anything in the Blogger interface itself; otherwise, I'd export the text either as HTML or text, whichever Blogger prefers.
