Yes, just add single or 1 (the number, not a lower case L), at the end of the kernel line. I'm assuming you are familiar with editing grub, if not, post again. This will boot you into a text mode with a # root prompt. Change the root password with the passwd command, then change the user's password with passwd <username> as well, since Fedora won't allow root to boot into a GUI.
