Luckily, I used Puppy, since it can be ejected to play a DVD on a HP laptop without a hard drive controller that was able to use an internal hard drive. Since it doesn't boot USB, I had to use PLoP later to boot the Linux that I eventually installed to an external hard disk. If I have a legally bought DVD, I feel it can be played how I see fit. I think the government is just too slow to fix this, since many parts of governments are now using Linux, too, and less are feeding the M$ banks than most think.
