Only the payload is ELF. That is the code that is executed after hardware setup is done. This allows easy development of applications on top of LinuxBIOS. The LinuxBIOS image itself is just a raw 1:1 image of what needs to be burned to the flash chip. No headers, no bells, no whistles.
