There are several lists of required bios services e.g. Alan Cox put one out
for Linux
The places I would normally look would be either bochs.com or plex86.org
since theses two
projects have dos/windows booting and have emulated a bios (GPL/LGPL I
think).
Their purpose is just to run the target code with a emulated machine. They
have problems with
interacting with other bios pieces like VGA bios.
Since this application would have the real hardware (rather then emulating
it) that should be less of a problem.
