How to set proxy in linux CVS?

Hi, Ron:
     I want to build up CVS in my linux system. But my computer must use proxy
to access internet(from LAN to go out), is it possible to set proxy in CVS?
     BTW, it is said that some utility like wincvs also can access remote CVS
server, is it right?
