Well there are some documents related to  legacy free systems, that give
some of the firware services windows expects.  Additionally I'd suggest
the classic emulator approach.  But a stub in place for every vector,
and when an unrecognized vector is called have it print a nice error
message.

Also you might be able to get some ideas from dosemu, boch, and plex86.
