I have a system which has an IDE drive which I normally keep spun down. I spin it up to do backups and spin it back down when the backups are complete. I have a line in one of the startup scripts to spin the drive down after a fresh boot. If there was a feature to keep the drive from spinning up on boot I would use it. Thanks
