chmod go-rwx /etc/lilo.conf

put in the beginning (global section) of /etc/lilo.conf:
--------------------------------------------------
password=<some clear text password>
restricted
--------------------------------------------------

then, the usual "lilo -v"

 Then you will need the password to pass command line parameters to
lilo :-).

 For more, disable floppy and CDROM boot, set your BIOS password for
setup, make sure your BIOS doesn't have a backdoor, and lock the case.

 Now, if you forget the root password, the lilo password, and lose the
key, you'll need a saw to access your PC ;-)

 Better be safe than sorry.
