Jacques' versions of linuxconf have at least in the past overridden the
password command; the rh* versions do not do so.  If you upgraded from
one of Jacques' versions to one of our versions, I could imagine this
happening.  However, it is certainly not clear to me why reinstalling
passwd doesn't fix the problem, in that case.

"locate passwd" might tell you where an existing passwd binary is
hanging out.  "rpm -V passwd" might help too?
