No. The right way is supposed to be create a "www" or "public_html" like 
directory with permission 755 in /etc/skel. Whenever a new user is 
created, everything under /etc/skel is to be copied to his home directory 
with proper resetting of permissions. User's home directory should be 
stayed 700 for sake of security and privacy, i.e. other user in the same 
machine just cannot peep or even read what the other one has. It seems to 
be quite reasonable.
