You need to use the firewall module. I think this existed back in 1.12r5) which came with RH 5.2). Run Linuxconf, and select Control -> COntrol Files and Systems -> Configure Linuxconf modules. Add the module named firewall to the list of modules you see there. Quit Linuxconf and run it again (this loads the new module). Now there should be a Config -> Networking -> Firewalling menu entry.
