Well, the obvious way (to me) is to make all users guest users .. but
you say you just disabled guest users, so I'm confused. 'guest' users
operate in a chrooted environment so they can't cd 'up' at all.
That's how they work. Why did you disable them?
I don't know how else to restrict things in this way.
