Screenshot please. What OS are you running and what version of GTK+?
Are you saying this freezes the mouse for every window and not just
linuxdcpp?

linuxdcpp does not handle cursor changes for user list resizes, it's
handled by GTK+ and/or your window manager. Even if it did, the fact
that it is affecting all your windows implies that it is some bigger
issue with your system. You may want to try to reproduce it with another
program that has a userlist like xchat, etc.

Title:
  User list window, change its width after program reload

Status in Linux DC++:
  Incomplete

Bug description:
  User list window, change its width after program reload.
  And somtime, where i change size of userlist window, its freeze mouse cursor
in "arrow" form. And then i can't clic by mouse, all programms run, but dont
react on mouse clics.
  If i go to native console (ctrl+alt+f1), and kill linuxdcpp, its fixing
mouse, and all work fine.

  My linuxdcpp version 1.2.0~pre1~bzr
