I did a test of the DC++ core's Text::toLower() function. Given uppercase utf-8 "ДАРВИН", it returned "дарвин". So it doesn't look like an issue with that method.
If it works in EiskaltDC then that implies it's not an issue with the handling of $Search request since the other clients are sending those to you.
