Use Desktop Environment's default download/share folder

Bug description:
Basically use g_get_user_special_dir() to set the default
Download/Publicshare folders instead of ~/.dcpp/Downloads etc.
This bug is not bug #316358, and not related to xdg-base-dirs.
xdg-user-dirs is related though.
