IIRC from last year's testing, this patch does the minimal functionality
but has bugs.  E.g., again if my memory serves well, button functions
don't handle things well when applied to items selected in the
directiory tree view in the left.

Also the new icons were in some work-in-progress state, their green/red
colors needs to be checked to ensure they're similar to the ones already
used in other existing buttons in the UI.

  Add toolbar to download queue for common operations

Bug description:
  Common operations that users perform in the queue should be available in the 
form of a toolbar for ease of access. The following items are identified to at 
least be part of said toolbar;
  * Pausing a queued item
  * Resuming a paused queued item
  * Move queued items up/down in priority
  * Remove a queued file
