Limit the number of possibly opened slots when using "Automatically
open extra slot if speed is below" option

Bug description:
This is a feature i only saw in StrongDC till now, but I think would
be very useful. Current problem with this option is that DC++ opens
too many slots since it apparently cant accurately determine the
upload speed, which makes it unusable.
