I found the discussion on quorum size to form a LUG. Here are my $0.02:

I fully subscribe to Deepak's view :

I think we need just one person - to start the group, register in some
central databank so that others can find you. May be we can form clusters of
LUG at city>district>state>country level for better co-ordination.
I for instance have formed an e-group after finding out that no LUG exists
in my city. Its address is [EMAIL PROTECTED] , it stands for "Indian Linux
User Group - Jamshedpur". In the very first day we put up the anouncement
we got a few participants. Any body who wants to join the group can do so by
sending a mail to [EMAIL PROTECTED]
