Regarding the firewall that will be used at the cybercafes.
If we do put in a SOCKS proxy, that proxy will have to be set up well
otherwise, people from inside can acces more services than they are
supposed to. A better option is the TIS Firewall toolkit. This is
outlined in the Firewall-HOWTO so I won't go into more details here.
Basically, it allows you to decide exactly which services are allowed
through, and no others.
