yes it is true..only root has the authority to shudown a machine
when u tried it as user..it prompted for root password.
in order to change from use rto root use suid and then shutdown.
shutting down as root is the safest
had this problem once... solved it too... can't remember what I did tho.
try ctrl+alt+del... does that work ?
