AMD K6-2, I think 450-500 is available. Beware: If you're planning on
anything less than Windows 98 (Linux is more), then you need a patch
(freely available on web, or I can mail it to you) but the patch only
works on win95 OSR2. IIRC win98 doesn't need the patch, but icbw.

As someone said, shouldn't skimp on RAM. 64 is what I have, getting
middle-end now.
HDD: 17GB sounds nice, but if you want any redundancy, 2-3 8 GBs are
nicer. Of course, if you really want redundancy and have the cash, go for
RAID5.
Display... not much help. I have ATI rage Pro, no complaints... oh wait, I
have a problem displaying jpegs in console svga mode. Looks like a sofware
thing, though (zgv 5.0).
Printer. Dot matrix will do, depends what you want.
