Did U run any tool or make changes? 
e.g. Linuxconf or any update  .. etc.
Under RHL, I had an annoying prob. earlier - at times only root could dial out
( even with proper scripts ..) & at times the specified users could .. the prob
turned out to be linuxconf ( I think ) b/c each time I used the tool... The
permissions would get re-written.

Had similar probs. in letting users shut down the system

No more probs. now  ( I now use SUSE )
