Rohit --> RAS stands for Remote Administration Service (in NT).

Yes, it is possible, in fact, it is how Linux works.  Have you ever tried
telnetting to and remotely administering a linux box?  That qualifies as
RAS.  If you want a dial-in sort of RAS, you need to have mgetty listening
on /dev/ttyS0 or /dev/ttyS1 - depening on which is your modem.

same modem to work for dial-in and dial-out.
