Then mknod the devices:
for r in 13 14 15 16 17 18 19 20 21 22 23 24; do mknod /dev/tty$r c 4 $r;done
Then add to inittab, lines like:
19:2345:respawn:/sbin/mingetty tty19
for each new terminal.
