Yes it is possible ...
If you have install stock qmail then you need qmail-queue patch to
call alternate queue[1], then you can use Qmail-Scanner[2] with
altermime patch[3] for attaching Global Disclaimer to all outgoing
mail for both
plain and html mail.
There is also lot of benefit of Qmail-Sanner[2].
