Yes, there is but IIRC it doesnt permanently associate the file type to that app...

I don't know about other systems, but in fc5 gnome desktop you can right click on a file, select properties > open with > select the application, or if it not there in the list, you add the application.

I have not used XP for quite some time, so do not remember exactly, but it was something similar.
