No. It's a native port and uses Qt + OpenGL. It's been ported by Ryan C.

If non-free-source status of google earth bothers you, have a look at
http://worldwind.arc.nasa.gov/  from nasa. Wonderful opensource
multi-platform app.

Ironically the free-source app gets its data from a TerraServerUSA of
Microsoft. :)
