The transmitter are very low power and I think licensing issue will net be
there (may be i am wrong).

The sample message will be,

Welcome to XYZ square.
If you are coming from ABC then take left turn for DEF, right turn for
GHI...

If you are coming from JKL then take left turn for GHI, right turn for
DEF...
And so on.

Remember, cost is a major factor, for installation or the user.

Secondly this will be helpful for the other people (not blind) who are new
to that area.
