There really IS such a key. In most cases the registrar is supposed to issue you one as soon as you register or transfer the domain to some other registrar. Most do it while transfering. If you could prove your identity to them over fax/person (Copy of Passport or any Govt Issued ID does), they should still be able to send you the key.
