Because mono is in debian main. It qualifies to be a part of Debian
once it complies with DFSG.

tomboy is an official gnome module and it is upto the maintainers of
gnome to decide what goes into default. Even though I personally does
not want to use mono, from debian's perspective, there is nothing
stopping to ship a software in debian main in default install --
especially if it is an upstream selection, like this case.

What do you say about debian shipping patent encumbered mp3 codecs
when ubuntu, fedora and others does not?
