Well, if you take the video out from Tatasky you can pretty much do whatever to that feed without the server knowing anything. Their T&C mentions that you shouldn't be recording the video, so have a look at the manual to clarify that. Here's a simple way to do what you want to do: All you need is a Graphics card with Video (or S-video) out, and an video + audio input card. Set your video out as a monitor, then on that monitor: Play the video on the system using any app that works. Create an app or use some that will act like a ticker. You could just make a gif or flash animation for that. Keep this application over the video. Use the video out from the PC as your final video.
