Actually, there are already available things like this:

Which are for $100. Like Sankarshan mentioned, it's all about the 
specifications 
and the subsidy. I mean, one can port android to a glorified Palm Zire (which 
can be bought sub $50) and call that a tablet PC too, but you won't get much 
work done on it.
