Several ISPs do it - offer a single-user connection with an unlimited
plan, but low bandwidth. See here:

The reasoning may be faulty, but if you have signed up for it, then it
is up to you to keep up your end of the bargain.

Browsing centers and IT companies do not sign up for residential plans
- they take business plans which are usually priced comparatively much
higher.
