Configure powerpc CPU runtime speculation bug mitigations in accordance
with the 'cpu_spec_mitigations=' cmdline options.  This affects
Meltdown, Spectre v1, Spectre v2, and Speculative Store Bypass.

The default behavior is unchanged.
