I am able to replicate this observation with KVM on PowerNV (XIVE):

1. Host and guest with kernel 6.19 (stock fedora kernels): Huge number of 
spurious interrupts

2. Host and guest with upstream kernel 5.19: A very small number of spurious
interrupts observed.

We'll look into this and post a fix.
