Dear Frank:
 I cannot replace the vxWorks bootrom because I have no source and bin files of 
vxworks bootloader, I have even no the 
 hardware diagram resource of my PPC 860 board.  If I write the U-Boot into the 
rom, I most possible cannot bootup the board.
 How to download the U-Boot into RAM directly using the vxWorks bootloader, I 
tried to load the U-Boot ELF image but get the same 
 result "starting at 0x280000 ..." then no response from the serial console.
 The only thing I can do is use vxWorks TFTP to download the ELF image for 
linux kernel or U-Boot into RAM. 
  Can you tell me how to slove the  U-Boot "starting at 0x280000 ..."  problem

Do what I did:
Replace the vxWorks rom with you u-boot and you can boot Linux
or vxWorks with the same bootloader.
