Following are the major changes in this patchset:
- Do not use PS_LISTENING as a transitiory state.
- Explicitly clear out the timer when inhibit_announce is set.
- Expose asCapable as a config option. When the value is ‘true’, asCapable will
  be unconditionally set to true.
- Add step_threshold in the example configuration for slave to reduce the time
  to get in sync with master after time jump.
