Look at the 2020 edition.  There it is crystal clear.

    10.6.4.2 Signaling message field specifications

    10.6.4.2.1 targetPortIdentity (PortIdentity)

    The value of targetPortIdentity.clock identity is all ones, i.e.,
    0xFFFFFFFFFFFFFFFF. The value of targetPortIdentity.portNumber is
    all ones, i.e., 0xFFFF.
