If you mean implementing a transparent clock using linuxptp, then no, nobody is working on it, as far as I know. The problem is that a TC is a kind of a switch, and it looks like managed switches do not have very broad support in the Linux kernel. The is a "DSA" driver for a few Marvell switches, but I am not familiar with the details of DSA. For linuxptp to support TC, we would need a unified way to talk with the switch hardware.
