ptptimescale is bit 3 in the second octet of the flagField in the header.
True for PTP timescale and FALSE for ARB.

utcreasonable is a PTPv1 field in the Sync and Delay_Req message that doesn't 
exist in PTPv2.

This seems to be a term defined in the Wireshark PTP protocol implementation 
(https://wiki.wireshark.org/Protocols/ptp). It looks like this is transported 
inside the flags of the PTP message header, responding to bit 3 of the flags 
field.

Does this mean anything to you? The Windows documentation states that the flags 
PTP_TIMESCALE and PTP_UTC_REASONABLE have to be non-zero in an announce message 
from a PTP master.

I have not heard of PTP_UTC_REASONABLE.
