Right, and work has no priority at all in the kernel.  This could be
improved at the driver level by using the PHC kthread, which then
could be given priority administratively.

If you say to change the kworkers priority of the same core where ptp4l and phc2sys are, I did it via "chrt -f -p 99 [pid of the kworker]" and it happened the same. That is why I ask for an explanation with other words because it is not the same I think.
