I just ordered a pair of USB 2.0 enclosures for US$16 each.  They 
include power supply and fan.  Since I bought the 5.25" version, they 
will hold the 5.25" hard drives, the 3.5" hard drives (using included 
mounting adapter), and 5.25" CD/DVD drives.  I bought two so that I 
could put a 200GB drive in one (it's just sitting in another machine at 
the moment) and a DVD burner in the other (got it for $29 after 
rebate :)  There are 3.5" units, but most don't come with a fan and I 
definitely wanted one.

I google'd for the enclosures and ended up buying at 
http://acortech.com/ (I have no affiliation with them).  They shipped a 
couple days ago and should be here today or tomorrow.

I've heard others say they bought theirs from Newegg.com for US$19, but 
I haven't seen great prices there since I've been looking (maybe 2 
weeks or so).
